Almost as many bad roads as good

According to recent article on USA Today (http://m.usatoday.com/article/news/2594499), some states, Kansas DOT in particular, have more statewide roads that are in poor condition than in good condition.  While most of the poor condition roads are state secondary roads, as major roads and interstates only contain 6% in poor condition, states don't have the resources/funding available to develop the infrastructure.  This problem should make pavement recycling a top priority.
